You can look for the 3D Snowflake that Herr Muffin mentions above.

Or you can try Desktop Snow for Windows, available from http://www.trok.co.uk/milo/snow.html. Although it's shareware, you can use it for free, but you may have to put up with a brief nagging screen now and then.
